    It appears 11 yr olds and up (do we begin at 10 years old?) need to be held responsible along with their parents for making false bomb, swatting, or other violence calls. This must be handled as if it is a real threat. We can not assume it is false. What a waste of time, energy, money, and it puts others in REAL emergencies at risk! It is not funny and has to immediately be taken seriously. Punishment must match the harshness of the threat.

    Yes, he is a child; however he has committed horrible crimes and needs to be taught that such behaviors/acts have very serious consequences! What does it say to the kid if he is allowed to get away with this or just given a "slap on the hand?" It sets him up to continue these behaviors and worse.....
