New details released after road rage suspect allegedly fires 13 shots at woman, child

A man is in custody after a road rage shooting incident in Havertown , Delaware County left a woman injured on Monday.

It happened around 3:27 p.m. along the 2000 block of West Chester Pike.

According to Haverford Township Police Deputy Chief Joseph Hagan, the suspect fired 13 gunshots at a white Jeep Cherokee that was occupied by a woman in her 40s and her 10-year-old nephew.

Bullets hit the headlight, hood, and windshield of the vehicle.

According to a criminal complaint obtained by Action News on Tuesday, 30-year-old Sean Moses admitted to shooting at the Jeep from the driver's side window of his black Lincoln SUV.

The victim told police she observed the SUV behind her near the intersection of West Chester Pike and Lawrence Road. She recalled being in heavy traffic and only driving about 5 mph with her nephew lying down in the back seat listening to music.

At one point, authorities say she felt an impact on the passenger side of her vehicle near the intersection of West Chester Pike and Lawrence Road. The victim told police that she felt as though her vehicle and the black SUV were stuck together, so she slowed down and put her vehicle into park.

That's when authorities say Moses pulled in front of the woman's Jeep at an angle and opened fire.

Moses fled the scene, police say, but his vehicle was captured by a license plate reader in Upper Darby about 15 minutes after the shooting. He was arrested without incident.

Officers later recovered a handgun from the Lincoln.

"I heard what sounded like gunfire to me," recalled Neal Serrano from Southwest Philadelphia. "When I came outside I saw the yellow tape, they had the street blocked off."

The woman suffered minor injuries from possible shrapnel or glass fragments, and the child was not physically injured, Hagan said.

"Within inches, one shot went through the windshield, other shots went through the front of the car and the car compartment the engine area," said Hagan.

"It is a miracle that no one was seriously injured over stupidity, someone firing 13 rounds at a vehicle -- we could easily be investigating a homicide here," he added.

Moses, of Drexel Hill, is facing charges of attempted homicide, aggravated assault, and related offenses.

Residents in the area told Action News they were shocked by this incident.

"You don't really hear much going on up here, quiet for the most part," said Keyonna Duncan from West Philadelphia.

"I knew something was up cause I live on West Chester Pike and there was no traffic," added Paul Devitis from Havertown. "Wow, what the heck is going on here?"

Moses has a license to carry. During his preliminary arraignment Tuesday he told the judge he works for a cemetery in Whitemarsh.

He is being held on $1 million bail.
