LAS VEGAS (KLAS) – Las Vegas police released body-camera footage of a police shooting at an apartment complex in the southeast valley that left one man dead.

The incident began on Sept. 20 around 9:10 a.m. when police received reports of a man attempting to open doors and threatening tenants at the Tides apartment complex in the 5100 block of Rawhide Street near Nellis Boulevard and Hacienda Avenue.

LVMPD identified the suspect as Kyle Wilson Norris, 42, of Las Vegas. Police said during the encounter Norris armed himself with a metal baseball bat.

Witnesses told police Norris was also making threats to the residents in the area. When police arrived they found Norris standing near a gold vehicle. Officers issued verbal commands to him however Norris became “uncooperative” and refused commands from officers while pacing around the vehicle.

The body-camera video showed a back-and-forth conversation between Norris and the officers. In the video, officers asked Norris for his first name to which he refused to give them his name only stating “first.” Norris could then be heard saying that he didn’t believe the officers were real Las Vegas Metro police officers. After several minutes of communication with Norris he suddenly reached for the handle of the vehicle opened it and quickly grabbed the baseball bat and approached officers.

One officer then deployed his electronic control device (ECD) but the ECD was ineffective, the officer then fired another ECD but that was ineffective. A supervising officer then fired an ECD but it was also deemed ineffective. Norris then continued to approach officers armed with the bat.

Officer Garcia then discharged his “duty weapon” twice striking Norris and causing him to fall to the ground. Norris was then taken into custody and they attempted life-saving measures however, Norris was later pronounced dead at the scene.

Had Norris survived he would have been charged with three counts of assault with a deadly weapon on a protective person, and one count of resisting with a dangerous weapon, not a firearm.

The shooting was the 9th officer-involved shooting and the 6th fatal shooting of the year for LVMPD.
