WACO, Texas (KWTX) - The Waco art program “A Beautiful Message,” will begin soon after receiving grant money from the city. The program aims to empower youth. The American Rescue Plan Act, signed into law by President Biden in 2021, awarded Waco with $34.7 million. Of that sum, $250,000 was allocated to Creative Waco, which decided to fund “A Beautiful Message.”
