    Historic rainfall, life-threatening flooding strikes North Carolina

    A system off the coast of the Carolinas is pummeling North Carolina with historic rainfall and life-threatening flooding.

    More than 18 inches of rain has been recorded in Carolina Beach, North Carolina, where a state of emergency is in effect.

    In Brunswick County, North Carolina, schools will be closed on Tuesday, according to the sheriff's office.

    This tropical system is no longer expected to strengthen into a tropical storm by the time it comes on shore in South Carolina on Monday afternoon or evening -- but it will still bring tropical storm conditions, including heavy rain and gusty winds.

    Parts of South Carolina and nearly all of North Carolina are under elevated flood threats. Wilmington, North Carolina, is in the bull's-eye for the worst of the flooding.

    The storm will weaken as it moves inland across the Carolinas through Monday night.

    On Tuesday, scattered rain will reach the Mid-Atlantic, possibly including Washington, D.C., and Philadelphia.

    The storm will dissipate Tuesday or early Wednesday.
