Irresponsible? Yeah. Sure. But what criminal charge would apply? Also, good job investigating if this was an employee bathroom or one open to the general public. Since it wasn't mentioned, I'm going to guess that means it was an employee only one, and the general public wasn't actually affected at all. And the one who found it is more than likely a disgruntled county employee...
