    Police: Parents charged with homicide, accused of neglect in child’s 2021 death in Cumberland County

    CUMBERLAND COUNTY, Pa. (WHTM) — An investigation into a child’s death three years ago in Cumberland County has led to homicide charges being filed against the parents, police announced Wednesday.

    Online court documents show that charges of homicide and endangering the welfare of children were filed Tuesday against the child’s parents Russell Moore, 56, of West Fairview, and Angela Donmoyer, 51, of Enola, in Magisterial District Judge Michael Sanderson’s office.

    In a news release, East Pennsboro Police said the charges stem from the death of a 10-year-old girl in August 2021. Police said the child was in the duo’s care and custody the time of her death.

    It was just after 6:30 a.m. Aug. 15 when police were called to a home along 4th Street in Enola for a dead 10-year-old child, police said in court documents. The county coroner’s office were then called and an investigation began.

    According to a criminal complaint, the girl had died overnight while she was sleeping, and appeared to be starved or have a medical condition that caused her death.

    In interviews with the parents, police said they were told by Donmoyer that the child was sick the last couple days and would get episodes of serious sickness every six months or so.

    Donmoyer claimed the girl was last seen by a doctor in Enola a year prior but police learned after speaking with Moore that the child hadn’t been to see the doctor in about seven years, the complaint reads. Police said medical records indicated that the child had not been to the doctor since 2014.

    The girl’s death was due to medical neglect and the parents never sought care for the girl while she was sick before her death, according to the complaint.

    “The medical neglect eliminated the opportunity for medical professionals to intervene with diagnosis and treatment to prevent her death,” a doctor reported to investigators, according to the complaint.

    Currently, both Moore and Donmoyer are locked up with their bails denied in Cumberland County Prison. They each have preliminary hearings scheduled for Sept. 4.

    dam I know these people I'm from westfairview you know what it's said when you have to kill your own child I hope when they get to state prison I hope they what they deserve in state prison they hate child murders
