The Ohio Department of Education and Workforce released every school district's report card on Friday. The report card shows how districts performed on state tests, but also gives the community helpful information about key indicators that aren't measured on a test.
How are Ohio school districts rated on their report card?
The state uses a system of stars, on a scale of one to five stars, to rate each district overall and in five categories. Three stars means the district is meeting the state's expectations. One and two stars mean the district performed below expectations, and four and five stars mean the district excelled past expectations.
What are the categories on the state report card and what do they mean?
The five categories are achievement, progress, gap closing, graduation and early literacy. Next year, a sixth category will be added that will measure college, career, workforce and military readiness.
Achievement is a measure of all the district's test scores, and stars are earned based on the district's performance index . The index, which is reported as a number, is a calculation of every score from tests students take.
Progress shows how much improvement students made year over year. Three stars measures roughly one year's growth in one year. Fewer means less than expected growth, and four or more means students outpaced the expected growth. Progress is an important measure for districts with lower achievement scores, showing whether they are helping students catch up faster even if they are still behind.
Gap closing shows how the district is doing elevating subgroups of students who have traditionally struggled, like English language learners. It also measures factors like the chronic absenteeism rate for all students in the district.
Graduation is a composite score for the district's four-year and five-year graduation rates. The data for graduation rate lags a year behind, so this year's report card will feature the four-year graduation rate from the class of 2023 and the five-year rate for the class of 2022.
Early literacy shows how well the district is doing with its youngest readers. It is a composite score of several factors, including the percentage of third graders who passed the reading portion of the English language arts test.

The five categories each contribute to the overall score , but are weighted differently.
Districts can only receive a half star for overall ratings, not in individual categories.
