Lisa Lynn Allen, 45, was arrested yesterday morning and charged with sending repeated harassing text messages and aggravated assault with intent to commit a felony after she allegedly sent at least 45 text messages to a neighbor about a fence and later wrote that the victim's puppies were "going to die" and said that she was "going to burn down the neighbor's house."
