On October 15, 2021, Jarrett Gage Vargas was caring for his three-month-old foster child at his home in Casper. CHEYENNE, Wyo. — Yesterday, Aug. 28, a federal jury convicted a Colorado man of kidnapping a woman from Michael Bloomberg’s ranch in February 2022.
