    Potter County Commissioners' Court

    Consider and act upon the following: Hear a report from Cari Snider, 4-H agent, Potter County Extension Office; receive an invitation and announcement from Melodie Graves regarding the 2nd annual Major Taylor's Unity in the Community Bike Ride on Aug. 10; consider and act upon the approval of two additional projects to the Potter County Coronavirus State and Local Fiscal Recovery Funds (SLFRF) Investment Plan; approval of an interlocal agreement with Amarillo College for the training services needed to implement Project 17: Mental Health Training for Public Safety Responders; extending a ban on outdoor burning in accordance with Texas Local Government Code Section 352.081 for another 90 days; Amended Holiday policy and Amended Vacation Leave policy; Lactation Policy; approving revised inmate housing contracts with Deaf Smith County, Scurry County and Garza County; receive a complaint regarding wastewater discharge occurring at Love's Travel Stop located 14701 I-40, Amarillo, Texas 79124, and if necessary, to consider an order granting permission to discharge effluent onto the Potter County right-of-way; acknowledge a donation of a network rack from the 7th Court of Appeals to Potter County; Elevator Monitoring Line agreements; progress report on the upcoming FY25 Budget; employment items.

    Discuss and take action on the following: Appointment of Randall County Road Superintendent for a two-year term beginning Aug. 1; Utility Joint Use Agreement between Randall County and Southwestern Public Service Company to bury underground lines and install overhead utility pole at Arnot Road and Co Road 58; Texas County and District Retirement System (TCDRS) plan regarding a Cost-of-Living Adjustment (COLA) for retirees and plan authorization for FY2025; bond for Road & Bridge Superintendent; project at Country Club Road; Drainage Improvements at Hix Drive. Closed session for business and financial issues relating to contracts being negotiated and real property; recess. Consideration and approval of an order authorizing the issuance of "Randall County, Texas Combination Tax and Limited Pledge Revenue Certificates of Obligation, Series 2024" providing for the payment of said certificates by the levy of an ad valorem tax upon all taxable property within the county and further securing said certificates by a lien on and pledge of the pledged revenues of the county's jail system, authorizing the execution of any necessary engagement agreement with the city's financial advisors, and providing an effective date.

Consent items: second and final reading to consider an ordinance rezoning Lot 20, Block 3, Estancia Addition Unit No. 1, from Office District 1 to General Retail District; ordinance annexing into the City of Amarillo, on petition of property owner, territory generally described as 168.77 acres of unplatted land in Potter County - applicant: Highland Park Independent School District, vicinity: East Hastings Avenue and Loop 335/Lakeside Drive; public utility easements; public right-of-way dedication; pump at the Osage Treatment Plant; airport entrance loop road and parking lot pavement replacement; community health assessment; various departmental purchases and agreements; Center City Gateway arches rehabilitation. Non-consent items:public hearing and first reading for an ordinance rezoning in C.R. Austin's Subdivision to change from Residential District 1 to Moderate Density District; construction contract for the FY 23/24 Street Maintenance project; resolution ordering a special election for Nov. 5; agreement between Amarillo Area Foundation, Amarillo ISD, Amarillo College and Amarillo Economic Development Corporation to fund the Thrive Program; AEDC sale of nearly 20 acres of land at Axiom Drive to Endries Enterprises, LLC for a new Cold Storage facility; location incentive agreement between AEDC and Old English Field, LLC for a new Fixed Base Operator at the Rick Husband International Airport. They have contracted on a ground lease with the airport to construct a new 42,500 square foot facility with a cost of $8.5 million that will employ 20 new employees at an average wage of $57,000.
