Independent Review of HPD Chief Finner & Suspended Cases: Houston's Accountability Efforts

    2024-03-06

In a move to address concerns over the handling of criminal cases within the Houston Police Department (HPD), Mayor John Whitmire has announced plans for an independent review of Chief Troy Finner and his staff's actions. This decision comes in the wake of revelations about the suspension of over 264,000 cases, including thousands of sexual assault cases, over the past eight years.

During an interview with KPRC 2 Investigate Mario Diaz, Mayor Whitmire emphasized the need for transparency and accountability within the department. While specifics regarding the composition of the review panel were not provided, Whitmire assured the public that a thorough examination of the cases and the conduct of Chief Finner's team would take place.

The announcement follows Chief Finner's admission of the suspension of a significant number of sexual assault cases due to issues with the department's records-keeping system. According to Finner, multiple divisions within HPD utilized the suspended code, affecting approximately 10% of all cases handled by the department.

The review will focus on five criminal divisions, including special victims, gangs, family violence, auto thefts, and vehicular crimes. Chief Finner, in response to Mayor Whitmire's decision, expressed support for the independent review, highlighting the importance of transparency and accountability.

In a statement, Chief Finner stated, "Today’s announcement by the Mayor is a vital part of the transparency and accountability I have been promising since announcing this review process on February 16." He further pledged to provide updates on the internal review process and efforts to contact victims during a scheduled news conference.

The move underscores the city's commitment to addressing concerns raised by the community regarding the handling of criminal cases by law enforcement. As the independent review unfolds, residents of Houston will be eagerly awaiting its findings and the steps taken to ensure justice and accountability within the Houston Police Department.
