    As Appalachian Power proposes a new rate hike, customers across Tennessee, Virginia, and West Virginia may be feeling the pressure of rising energy costs.     The Low Income Home Energy Assistance Program (LIHEAP) and the Low Income Energy Assistance Program (LIEAP) are two federal grants designed to provide financial relief to income-eligible customers by reducing their electric bills at critical times of the year.
