While there's still technically a battle for the QB2 spot, Cooper Rush - although limited to one series and 2-of-3 passing for 44 yards - seemed to outplay Trey Lance.
Lance completed 25-of-41 passes for 188 yards but looked uncomfortable at times in the pocket and made some poor throws under pressure.
The Raiders also suffered a one-point loss in their preseason opener, a 24-23 defeat to the Minnesota Vikings. Las Vegas also has questions at quarterback with journeyman Gardner Minshew getting the majority of the snaps alongside Aiden O'Connell, who the Raiders drafted in the fourth round last season out of Purdue.
The Cowboys hope to get some semblance of a run game established behind an offensive line that has suffered injuries this preseason.
Dallas will be without starting quarterback Dak Prescott who has yet to play in the preseason but could find some action in the team's final exhibition contest against the Los Angeles Chargers on Aug. 24. Wideout CeeDee Lamb is also absent while he negotiates a long-term deal with Dallas entering the final season of his rookie contract.
