The Cleveland Browns and Pittsburgh Steelers clearly need to improve their respective quarterback situations, and the latest 2025 NFL mock draft from CBS Sports has both teams starting over at the game's most important position.

This projection has the Browns spending the No. 16 overall pick on LSU's Garrett Nussmeier, just two picks after the Steelers grab Ole Miss' Jaxson Dart as their new franchise passer.

Nussmeier has been impressive to start the 2024 season for the Bayou Bengals, while Dart has done the same for the Rebels over the first two weeks of the college football campaign. It's hard to imagine both players wouldn't be immediate upgrades for these two AFC North rivals.

The Steelers brought in Russell Wilson and Justin Fields to compete for the starting job after trading away recent first-round pick Kenny Pickett this offseason, and while Wilson was named the starter coming out of the preseason, Fields was forced into the lineup for Week 1 as Wilson continues to deal with a nagging injury. Pittsburgh managed to beat the Atlanta Falcons in Week 1 despite not scoring a single touchdown, so it's safe to say they could be looking for better next offseason.

Neither Russell Wilson nor Justin Fields appear to be the long-term answer for the Steelers.

For Cleveland, the Deshaun Watson situation has gone from horrible to somehow worse with the emergence of new allegations of sexual assault . On the field, Watson struggled mightily in Sunday's blowout loss at home to the Dallas Cowboys.

Dart and Nussmeier are among five quarterbacks who land among the top 32 picks in this mock draft, which has the Carolina Panthers giving up on Bryce Young after just two seasons in order to take Miami's Cam Ward with the No. 2 overall pick. One spot later, this projection has the New York Giants replacing Daniel Jones with another fast-rising prospect in USC quarterback Miller Moss.

Georgia's Carson Beck lands with the Las Vegas Raiders at the No. 6 overall spot in this first-round projection.

Perhaps the most surprising quarterback storyline in this mock draft are the names that are absent, as Colorado's Shedeur Sanders and Alabama's Jalen Milroe don't make the cut. Both Sanders and Milroe have shown flashes of potential, but still need to develop more consistency if they want to be considered first-round locks for next year's draft.
