    I find it discerning to say it will effect the black community when the population makes up only 5.18% @2023, with those population being predominantly in the Bayview, visitation valley and the fillmore. I seriously doubt those areas would be affected. The biggest concern are schools in the mission, excelsior and down town area, where 2nd language is more prolific and there are higher stats of criminal activities.
