    Why would a manufacturer layoff needed workers causing themselves a decline in performance and production leading to this manufacturing decline. Who has the authority and gains from forcing a manufacturer to shoot themselves in the foot??? Is the headline even legit? Is it really trying to say there would not be a decline in manufacturing if it weren't for the manufacturers laying people off for the benefit of reducing profit?
