    Massachusetts is the last in the nation to pass an annual budget

    Gov. Maura Healey signed a $57.8 billion budget that expands free community college to all Massachusetts residents and spends more on the T.

    The intrigue: Healey's signature came 29 days into the fiscal year, making Massachusetts the last state in the nation to pass an annual budget.


    Yes, but: Legislators reached deals to make community college free, permanently fund grants for childcare providers and bolster transit spending.

    💰 $93.5 million for free community college ($761.5 million for education overall)

    💰$250 million to the state's transportation fund

    💰$45 million in supplemental Chapter 90 funding for local roads and bridges

    💰$10 million for MBTA recruitment efforts

    💰 475 million in C3 grants to child care providers

    💰 $326 million in emergency assistance for family shelters

    Healey vetoed two policy measures and line items totaling $317 million, including:

    • $18.2 million in recovery programs for substance use disorder, recruitment efforts for staff and related services, leaving $194.5 million for recovery services.
    • $1.5 million to detect cyber threats to towns, nonprofits and small businesses, leaving $950,000 for it in the budget.
    • $2.5 million for early educator scholarships, leaving $2.5 million in the budget for the scholarships.
