    1-minute voting guide: Proposition KK puts new tax on firearms and ammunition in Colorado

    Colorado would impose an additional 6.5% tax on firearms, parts and ammunition if voters approve Proposition KK.

    Why it matters: The measure imposes the excise tax on dealers and manufacturers — but they are expected to pass the cost to consumers, making it more expensive to purchase a gun.


    State of play: The Democratic-majority state Legislature put the question on the ballot as a method to generate more revenue to pay for programs aimed at reducing or addressing gun violence in Colorado.

    By the numbers: The state expects to collect $39 million from the tax in its first full year.

    • $30 million would go toward crime victims' services, including counseling, legal advocacy and financial assistance.
    • $5 million is designated for veteran mental health services for those who exhausted their federal benefits
    • $3 million is earmarked for youth mental health counseling and support
    • $1 million would go to public schools to enhance security on campuses through training and new equipment

    Between the lines: Sales to law enforcement officers, agencies and active-duty military members are exempt. Private sales and those from businesses with less than $20,000 in sales also are exempt from the tax.

    The other side: Opponents worry the tax will make it harder for those who need protection to access a firearm and argue it infringes on a constitutional right.
