    Metro Council preview: East Bank Development Authority on agenda

    Metro Council will likely approve legislation Tuesday to create an East Bank Development Authority to oversee the multibillion-dollar riverfront project.

    Why it matters: After the city approved the financing of the new Titans stadium, it became clear a dedicated agency was needed to manage the development of the nearby land.

    • The city uses similar authorities to manage the airport, convention center and its sports venues.

    What's next: Under the legislation, Mayor Freddie O'Connell will hire the agency's first CEO and appoint five new board members.

    • Metro Council will appoint two board members.
    • Council will also consider legislation dedicating about $4 million to buy land for a new Antioch-area elementary school.

    Former Metro Councilmember Russ Pulley, who lost a bid last year for an at-large council seat, was appointed by O'Connell to the Sports Authority board. Council must sign off on his appointment.

    What we're watching: In addition to the East Bank Development Authority, council is expected to vote on rezoning the former Hickory Hollow Mall property .

    • The rezoning will allow for taller buildings, which will be vital for attracting a developer. The city is expected to begin searching for a developer after the rezoning is approved.
