BALTIMORE -- An overturned dump truck has caused a major backup on I-695 Inner Loop in Baltimore County.Highway officials said the crash happened prior to the I-83 (Jones Falls Expressway) exit.All lanes were initially closed, but since then, vehicles are passing on the far left lane.
