    Initial plan approved for Cook Out eatery in Seaford

    SEAFORD — A fast-food chain specializing in burgers, barbecue and shakes is seeking a spot in the Seaford Village Center.

    On Tuesday, City Council unanimously approved a sketch site plan for a Cook Out at the former Plaza Tapatia Family Restaurant site, along Sussex Highway.

    Property owner Jeremy Reaves is seeking to construct the location with a dual-lane drive-thru and 62 parking spaces. In addition, the plan would raze the current structure and construct a new one, city building official Mike Bailey said.

    Founded in Greensboro, North Carolina, in 1989, Cook Out is a privately owned chain, with establishments in 10 states, including Salisbury, Maryland. It advertises fresh burgers, hot dogs, barbecue items and more than 40 flavors of milkshakes.

    Last week’s approval of the sketch site plan is the initial step in a three-step process before City Council. Preliminary and final site plans must come before the members, as well, city manager Charles Anderson said.

    The sketch plan — which received a recommendation from the Seaford Planning & Zoning Commission on Sept. 5 — will also require approval from the Delaware Department of Transportation, the state fire marshal and the Sussex Conservation District, Mr. Bailey said.
