a cop properly identifying themselves doesn't automatically give them dominion over a subject. The notion that someone can be tackled, tazed or in any way obstructed from moving when cop has no RAS is certifiably unconstitutional... A free person can run in public whenever they so choose. Cops do what they want but that doesn't make their common practice legal. I'm ready for the arguments, let's go!
