    in other words, the poor were "targeted" so that these communities could pick and choose who they wanted living there. Until I read your story I was only concerned about the community of Phoenix being this way, at least talent has let some people in. For all those that are white and US citizens, it is unfair that just because they do not have school aged kids that they are not welcomed. I would have been ashamed to write such a story thinking it was a positive to tell.
