BELLINGHAM, WA — July 21, 2024 — At approximately 4:40 p.m., police were contacted by Mr Lloyd-Smith regarding a domestic violence order, on which he was the respondent. Upon that, officers discovered that Lloyd-Smith had an outstanding warrant for his arrest. The charges on the warrant included residential burglary (DV), malicious mischief in the second degree (DV), and bail jumping, with a bond set at $20,000.

When officers arrived at the 1300 block of Harris Street, Lloyd-Smith was observed walking into a residence. The officers verified the outstanding warrant and confirmed that the person entering the house was indeed Lloyd-Smith.

A perimeter was established around the house, and Crisis Negotiators on duty made contact with individuals inside the residence. Using a patrol car PA system, announcements were made informing Lloyd-Smith that he was under arrest and instructing him to exit the house.

Although a search warrant for the residence was sought and granted, it was ultimately unnecessary. Lloyd-Smith voluntarily exited the house and was arrested without incident.

Lloyd-Smith was taken into custody on the aforementioned charges and booked into the Whatcom County Jail. As of the time of this report, Lloyd-Smith has bonded out of jail.

The underlying case for which the arrest warrant was issued stemmed from a 2020 domestic violence incident:

"20B-08942: On 2-8-20, officers were sent to a burglary in the 1400 block of Fruitland Dr. The resident (and victim)’s security alarm activated at 8:50 p.m., indicated there was entry into her home while she was away. The victim also received texts from LLOYD-SMITH indicating he knew she was not home and that he was aware her new boyfriend had been there. The victim and LLOYD-SMITH had been in a relationship for a few years and recently broken up. The victim returned home and found forced entry through the interior garage door. She found numerous items damaged and missing. A computer screen was smashed, holes punched into the wall and bathroom door, glass smashed on the bed, and the car windshield was smashed outside. LLOYD-SMITH did have a garage door opener, as he still had belongings in the garage, but no access to the living space.

The scene was investigated by a CSI and fingerprints were found on the exterior of two windows where the screens were removed. The prints were submitted and returned showing the source being the prints of LLOYD-SMITH. The investigating officer also called LLOYD-SMITH and spoke to him. The phone number was the same as the texts sent to the victim.

Probable cause was developed for the following charges:
Residential burglary, DV: for entering and remaining unlawfully inside a residence with the intent to commit a crime. He entered the residence by force, breaking the interior garage door.

Malicious mischief 2nd degree, DV – for breaking and damaging the personal property of Victim 1. The estimated damage is $1,650.00.

Theft 3rd degree, DV – for stealing items valued at less than $750.00.

Probable cause was issued for LLOYD-SMITH’s arrest, and he was arrested by summons to Superior Court on 11-6-2020."
