Frankfort was granted $268,786 for "work in identifying or verifying lead service lines in preparation for replacement," according to a news release from the state. "The process to accomplish this effort includes hydrovacing on either side of each curb stop and performing in-building investigation to document service line materials," the release states. "This project includes applicable restoration to original condition of hydrovaced locations. Hydrovacing involves a piece of equipment using high-pressure water to cut and liquefy the soil, while simultaneously using a high volume vacuum to remove the soil from the excavation." Frankfort superintendent Josh Mills said the grant will help the city pay for locating lead service lines <a href="https://www.michigan.gov/egle/about/organization/drinking-water-and-environmental-health/community-water-supply/lead-and-copper-rule" rel="nofollow"> after the state required municipalities to begin inventorying and replacing </a> water service leads containing or connected to lead pipes. "This will target around 160 water service customers," Mills said. "It will allow us to verify lead lines in different places throughout the city between the curb box and the house." Mills said prior to <a href="https://www.michigan.gov/egle/about/organization/drinking-water-and-environmental-health/community-water-supply/lead-and-copper-rule" rel="nofollow"> state requirements </a> , the cost of replacing service lines from the street to a residence was covered by the homeowner. The replacement mandate puts municipalities on the hook for the cost. "It is a daunting task," &nbsp;Mills said. "It is an unfunded mandate, which is why we went after the grant." Mills said Frankfort has been working on replacing lead service lines already, and taking advantage of state construction projects to&nbsp;minimize the cost and impact, such as the replacement of a portion of M-22 in Frankfort in 2021. The MI Clean Water Plan grants through the Drinking Water State Revolving Fund and support from the federal American Rescue Plan Act aim to help communities upgrade aging infrastructure, ensure healthy drinking water and protect Michigan’s environment, according to the release. The city of&nbsp;Owosso received $1.6 million&nbsp; and the city of Escanaba received $20 million through the program to do major water infrastructure upgrades, including the replacement of lead pipes. "Seventy percent of Michiganders are served by more than 1,000 community wastewater systems and a similar percentage get drinking water from community water systems," the release states. "Those systems often struggle to find resources to address legacy issues like aging drinking water and storm water facilities and emerging challenges like new standards for per- and polyfluoroalkyl substances 'forever chemicals.'” </div></body>
