New hotel, 50 apartments planned for liquor store parcel in Bourne

BUZZARDS BAY — A plan for a 99-room hotel and 50 apartments on a liquor store property is in the works.

The Bourne Board of Sewer Commissioners has approved a preliminary waste allocation request of 21,778 gallons per day for Liberty Liquors at 21 St. Margaret’s St.

The 2.7 acre property including a large parking lot was purchased in Feb. by 21 Stmbb Realty LLC for $2.3 million, according to town assessing records.

The mixed-use project would include retail space and the apartments would be built above the liquor story.

Draft plans are under review by the town engineering department.

What's the history of the property?

The package store lot has accommodated Massachusetts Maritime Academy cadet parking.

The Liberty Liquors property has been targeted for new uses on and off for a decade. The school evaluated the site for an athletic field house at one time.

The area is in one of three growth incentive zones approved by the Cape Cod Commission. The three areas are Buzzards Bay, Hyannis and Yarmouth.

Town records show there are four larger apartment complexes and two inns at Buzzards Bay.

Near a train station, a park, a marina and Cape Cod Canal

The parcel is about 400 yards from a train station, Buzzards Bay Park, Taylors Point Marina and the Cape Cod Canal.

The plan was submitted by J amsan Hotel Management of Lexington, which was formed in 1994 and now manages more than 7,200 hotel rooms, according to the company's website. It partners with Hyatt, Marriott and Hilton as well as independent companies in the hotel and resort business.

On Cape Cod, Jamsan operates Aiden By Best Western in West Yarmouth, Dan'l Webster Inn and Spa in Sandwich and Bayside Resort in West Yarmouth, according to the website.

What the sewer board wanted to know

Timothy Power of PVI Site Design told the sewer commissioners on June 25 there is a “reasonable plan for parking and zoning.”

Plans call for a curb cut and large directional sign along the state-owned bypass that parallels Main Street.

“I think this looks like a great project,” Sewer Commission member Mary Jane Mastrangelo said. “It’ll be a great addition to Buzzards Bay. It’s something we’ve been looking for.”

Ashok Patel, one of four Stmbb corporate principals, told the sewer panel a draft plan was submitted with the goal of seeking a combined site plan review and special permit approval. Dual construction for hotel rooms and apartments is possible, he said, but it depends on the construction season.

“This re-use and revision of this property will enhance the area,” Sewer Commission member Peter Meier said. “And maybe other properties around may jump on board. Because usually new growth stimulates other new growth. So, hopefully, this will be the beginning of stimulating more development in that area. We sure need it.”
