    Digital Navigators Request for Competitive Sealed Proposals

    The City of Dallas Office of Equity and Inclusion, Resilience Division (Resilience) is seeking a one-year contract, with one (1) one-year renewal option, with non-profit agencies for the purpose of administering a Digital Navigators Program within the Dallas city limits to residents who have been impacted by COVID-19 and who are low income, which is defined as at or below 80% Area Median Income (AMI), under a subrecipient agreement. Target Communities that have been most impacted by COVID-19 include:

    1. Families with school-age children and adolescents;
    2. Higher-education students;
    3. Individuals who have lost employment or are otherwise income insecure;
    4. Immigrant and refugee communities;
    5. Residents living zip codes identified in the “Lack of Internet Access Data” (Attachment A); and
    6. Senior citizens; and
    7. Residents living in communities of concentrated poverty.

    The purpose of the Digital Navigators Program is to connect with Target Communities to better understand and alleviate the impact of the public health emergency by bridging the digital divide in three Service Areas: Employment, Education, and Food and Health.  Proposers should demonstrate they have an understanding of the Service Area Ecosystem for each Target Community and how bridging the digital divide will address employment opportunities, access to food and healthcare, and education needs.

    During the solicitation process proposers are required to limit their communication regarding this project to the Buyer referenced herein. A preproposal meeting will be held by the City whereby the proposers will have an opportunity to ask the requesting department(s) questions and/or obtain clarification. The pre-proposal dates are:

    1. April 29, 2021 at 2:00 p.m.

    2. May 03, 2021 at 2:00 p.m.

The preproposal meeting will be the only time when proposers and requesting department(s) will communicate directly, thereafter, all communication associated with this project shall be address to the assigned Buyer. Proposers may submit their questions electronically through the City solicitation portal.
