    Man Arrested for Chaining and Duct-Taping Dog Over Barking

    Broward County, FL - A Broward man has arrested for chaining a border collie to a vehicle and binding its mouth and paws with duct tape because it barked too loudly.

    According to authorities, 74-year-old Jose Humberto Arana Ramos left the dog in this distressing condition for about an hour without food or water outside of his apartment in the unincorporated Broadview Park area.

    Deputies responded to the 4100 block of Southwest 21st Street after receiving a Crime Stoppers tip about the dog’s predicament.

    Broward Sheriff's Office Deputy Nicholas Marciante arrived to find the dog lying under the vehicle, its mouth and front paws tightly bound with duct tape.

    Arana Ramos’ ex-wife, who owns the dog and lives with him, told deputies that Arana Ramos restrained the dog’s mouth because it “was barking too loud” and its front paws because “he will scratch the car when tied to it.”

    She added that he is not fond of animals, often complaining about their shedding and the damage they cause to the yard.

    Once freed, the dog was found to have a large abrasion on its hind leg, causing it to limp.

    Arana Ramos was arrested on a charge of aggravated animal cruelty and remains in the BSO Main Jail on a $10,000 bond.

    The border collie has been placed in the custody of the Broward County Humane Society, where it is receiving medical care and is being prepared for adoption.
