The hottest days of summer vacation are stopped cold in the capital of Virginia.While most schools nationwide are just starting the academic year, Richmond Public Schools opened the school year for some of its elementary schools on July 22. Combining numbers from fiscal year 2023 spending reports from each locality and enrollment figures from the Virginia Department of Education, the report ranks each district based on how much it spent on teaching per student.
