    State agency says changes to PJM transmission-planning procedures give utilities unfair control

    The Maryland Office of People’s Counsel, a state agency representing Maryland residential utility service users, claims that proposed changes to planning protocols made by PJM Interconnection and its transmission-owning utilities would give those companies too much influence.

    PJM, which operates the regional power grid across multiple states, has a consolidated transmission owners agreement with its transmission owners.
