CHARLESTON, WV (WVNS) — Governor Justice appointed Carl “Bill Roop to the West Virginia House of Delegates. Roop will be representing for the 44th District of Raleigh County. He will be filling the chair that was occupied by Todd Kirby, who took the place of circuit court judge earlier this month.
