According to a release from Clay County Sheriff Kirk Horton, a deputy conducted a traffic stop in Byers at around 6:20 p.m. on Tuesday, July 2, on a vehicle for displaying a license plate that showed, “Private No Driver’s License Required.”

Sheriff Horton said the driver of the vehicle was identified as Witt, and that during the traffic stop, he refused to provide his driver’s license and insurance, then rolled up his window and fled the traffic stop in his vehicle.

According to Sheriff Horton, the deputy initiated a pursuit of the vehicle until Witt returned to his residence in the 500 block of Riverside Drive in Byers, exited the vehicle, and fled on foot from the deputy into his residence.

Authorities said deputies secured the perimeter of the residence and called for a negotiator to respond, and after a four-hour standoff, negotiations were successful and Witt surrendered without incident.

A records check on Witt showed he’s been arrested in Wichita County 12 times since 1995 on several charges, including burglary, theft, assault, and public intoxication.

As of the publication of this story, Witt’s bonds on the five charges against him have not been set.
