    Cabool renames street, updates ordinances

    The Cabool City Council updated ordinances, renamed a street and discussed issues during a meeting Monday, July 15.

    MATTERS DISCUSSED, APPROVED

    • Ron Scheets, city administrator, stated that Conway Hawn, city attorney, is working on a new ordinance to better address junk vehicles. According to Scheets, the current ordinance is not precise regarding their removal.
    • Janet Roberts, Cabool Chamber of Commerce president, thanked the city for its cooperation during Independence Day festivities. Scheets expressed similar thoughts on the success of festivities.
    • John Mark Hale, alderman, questioned the brevity of the municipal court report. Kim Elliott, city clerk, stated that the court clerk has received a recommendation from the Office of State Courts Administrator to only give monthly summary reports detailing money collected to the board.
    • Scheets stated that a plat being considered for Park Place Subdivision was discussed by the Planning Commission July 8. The Commission recommended it to the board for final approval. The board – with Alderwoman Kate Ellison absent – voted unanimously to approve the plat.
    • Members approved a first and second reading of a bill to become an ordinance renaming Market Street in Cabool to Airport Road.
    • Members approved a first and second reading of a bill to become an ordinance authorizing the city administrator to sign a Missouri Public Utility Alliance (MPUA) mutual aid agreement.
    • Scheets discussed recent power outages and the process of getting power restored. All power has been restored at this time, according to Scheets.
    • Peoples Community Bank reported flooding during recent heavy rain. The city met with the bank to discuss solutions not requiring digging up the sidewalk.
    • Scheets stated that he contacted someone regarding property at 906 Rogers Ave. He will discuss the status of the property with them.
    • The board was tasked with considering the effectiveness of sending final utility notices. According to Scheets, the price of printing supplies and postage stamps is becoming costly.
    • Scheets stated that the air conditioning in the break room went out. The city is working on repairs.
    • A $2 raise on minimums for utilities was discussed. There will be a different set up for accounts that don’t have a minimum to make them comparable, Scheets said. Hawn will have an ordinance to be reviewed at the August meeting.
    • The council unanimously approved a uniform bid from Vestis, a national company. The city formerly received uniforms from UniFirst Uniform Services, of Springfield.
    • Ellison stated that she has received reports of low water pressure in town.
    • Mayor Danny Cannon requested an update on property with several dogs near Cedar Bluff Apartments. Police Chief Jerald Sigman stated that several tickets have been issued and that some of the dogs have been rid of.
    • Cannon asked about property at 1120 McCubbins Drive. Sigman stated that a third ticket to appear in court has been issued. Sigman stated that the resident refused help in the past.
    • Scheets stated that he spoke to individuals concerning property at 825 Main St. He believes the city has done what it can, and that it is a civil issue between neighbors. Alderman Brad Roberts asked if the city could inspect and condemn the property. Scheets stated it has been inspected. Sigman said a court order would be necessary to get the individual out. Alderman John Williams asked about liability if the city condemns the property and the individual doesn’t leave. The council agreed to wait for Hawn’s guidance.

    The next regular meeting will take place at 5:30 p.m. Monday, Aug. 19.
