Governor Issues Order to Remove Homeless Encampments

Homeless encampments in California are being ordered to be removed under an executive order issued Thursday by Gov. Gavin Newsom. The governor's order directs state agencies on how to remove homeless encampments.

The action comes only a few weeks after a U.S. Supreme Court ruling allowing cities to enforce bans on sleeping outside in public areas.

in a statement from his office, Newsom is quoted as saying, "There are simply no more excuses. It’s time for everyone to do their part.

The governor cannot order local authorities to act. But his administration is able to pressure city leaders by withholding money for local municipalities. Newsom’s order leaves the action to remove the encampments officially up to local municipalities.

The San Diego City Council last year approved a homeless camping ban. It makes it illegal to camp citywide if shelter beds are available, and anytime, regardless of shelter availability, near schools, parks, transit hubs and waterways.

San Diego Mayor Todd Gloria issued a statement Thursday in response to the governor's actions.

“California’s Big City Mayors welcome the Governor’s renewed direction and sense of urgency to address homelessness with tangible and meaningful action. The state’s large cities have been leading on resolving unsafe and unsanitary encampments while simultaneously ensuring that vulnerable unsheltered residents have options available to them to move off the streets, into care and on a path to housing and better quality of life.

“All of us – mayors, other local elected officials, state leaders and housed community members – must be united in acting with purpose to create more shelter options and housing for those in need.”
