    BizBeat: Capt. Lee's denied liquor license extension, BDC has open seat to fill

    Happening this week in and around Cecil County:

    Captain Lee’s, a waterfront project at the former Perryville Yacht Club, has been denied an extension to its liquor license, with members of the Cecil County Board of License Commissioners expressing frustration over a lack of progress in the project.

    What started in 2018 with its first approved license for the event venue, restaurant, bar and waterfront bars, has been hit with various issues; not the least of which was the pandemic, which caused work stoppages and supply chain issues. At the May 2024 meeting, owners reported they had hoped to begin pile driving for the new piers but were then informed by the Maryland Department of the Environment that a discharge permit was needed.

    An extension was granted at that time along with an agreement to report at the July meeting. The owners were given a new application at that meeting with orders to have it turned in by that July meeting, but it was not filled out or submitted.

    Perryville also put a stop order on the project June 17, the board learned, which was also taken into consideration.

    Captain Lee’s will now have to start their liquor license process all over.

    Three Cecil County businesses have been cited by the Board of License Commissioners for serving or selling alcohol to underage customers.

    At the July Cecil County Liquor Board meeting, Villa Corona and Pat’s Select Pizza — both in Elkton — and Rick’s Beer & Wine in Port Deposit were found guilty.

    As a repeat offender — with the last offense taking place 18 months ago — Pat’s, at 234 South Bridge St. in Elkton, was fined $750 plus $250 in court costs.

    Being their first offenses, the owners of Rick’s Beer & Wine on Tome Highway in Port Deposit and Villa Corona in the Elkton Station Shopping Center, were each fined $250 plus $250 in court costs.

    The next Coffee With the Rising Sun Chamber of Commerce will be held Sept. 5 from 8:30 until 10 a.m. at Starbucks located inside the Martin’s Food Store in the Rising Sun Towne Center. This is free to members of the chamber as well as the public.

    Bainbridge Development Corporation has an empty seat on its Board of Directors.

    Toni Sprenkle, BDC executive director, said Matt Roath has informed the board he did not want another four-year term.

    “Roath decided not to seek reappointment and focus more on his family,” Sprenkle said.

    The Cecil County Maryland Legislative Delegation will take on the task of finding someone to fill the seat and send it to the BDC for approval.

    There are 15 members on the BDC board, and of those, eight are appointed by the Cecil County Executive and approved by the County Council.     Bainbridge is a 1200-acre former Navy base that has been transformed into a commercial property with warehouses and other customizable sites in Port Deposit.

    Any donations that were planned to be given during last week’s Elkton Alliance Day celebration — which was cancelled by the weather — can bring those donations to the Elkton Alliance office 101 East Main St. or come to Music On Main during First Friday Sept. 6.

    The “Feets & Seats” campaign seeks new packages of socks and underwear as as shelf-stable, non perishable foods and personal hygiene items for those in need.

    Cecil County Chamber of Commerce has invited the New Castle County Chamber of Commerce and Middletown (Del) Chamber of Commerce to join them Aug. 23 from 3 p.m. until 5 p.m. at Chesapeake Inn, 605 Second St. in Chesapeake City for “Commerce & Cocktails.”
