    Center’s City Council approved a specific use permit for property located at 750 Hurst Street authorizing a temporary storage facility.

    The council acting on recommendation of the Planning & Zoning Commission, and after hearing no objections or approvals at public hearing conducted prior to the council meeting.

    Airport Grant Funds Also approved was a resolution for intended use of airport grant funds to improve public airport facilities within the IIJA/BIL of 2021.

    According to City Manager Chad Nehring, the FAA through TXDoT Aviation has finally developed rules to govern the use of the specific three-year allocations to each airport including Center Municipal totaling $448,000. These funds, according to Nehring, are directed toward projects not typically eligible for regular grant funds, specifically facebook.com/lightandchampion

    fuel system upgrades and replacement of current automated weather observation system (AWOS).

    Library Roof Evaluation Approval of a contract with KSA for library roof evaluation and redesign was approved to include evaluation of the Fannie Brown Booth library roof at the same time as the city hall roof. The library reportedly continues to present regular problems due to the roof windows and separated elevations.

    Water Reuse Project Contract with KSA “Water Reuse Project- Pre-Construction” for potential industrial water reuse that will stay within the Tyson system was initiated over a year ago with the council’s approval to determine the most economical method of providing more available treated water.

    Permit allowing the city to begin mandatory annual sampling under TCEQ guidelines was completed, reportedly requiring more work than the similar pilot project completed last year at the Pinkston plant.

    This contract initiates engineering review and submissions required, design of the pilot study and completing further reporting to TCEQ to allow for progression into a formal construction design phase.

    The study will determine which approach, relative to other options like an additional storage reservoir or piping raw water from Toledo Bend, is the most viable and cost effective to generate increased production of at least 1 million gallons daily for increased industrial demand.

    Facility Access Control A lso approved were budget changes for facility access control systems at seven city buildings including city hall, recreation building, civic center, fire department, annex building, police department, and water plant.

    A bid from Summit Fire & Security to install the card reader security systems totaled $ 42,765.00 plus applicable taxes.

    Items of Interest 1) Financial Reports a) Audit - the draft report needed review and some revision so was not ready for presentation and has been delayed until next meeting.

    2) Board/Committee Minutes/Reports Board/Committee Appointments 3) Staff Report & Information: a) ETEX Broadband update w/maps included b) Airport i) CIP - Airport Layout Plan - April 9th kickoff meeting for Planning Advisory Committee at airport lounge, noon. ii) CIP - Supplemental for GeoTech Study of Runway initiated c) Annual Street EDC Program Asphalt and concrete locations for this year’s program of work is almost complete. Patton and Walker are being finished currently and concrete at Express Drive is being confirmed. Striping of Austin St. and the section of Roughrider Dr from last year will be last items. d) Water System i.) Aiken Rehab Project- 75% plans were presented this week for guidance toward construction plans for bid. Staff has contacted financial advisors for financing phase of this project to be completed prior to construction bid. ii) Water Reuse Project- last samples of the mandatory 12-month schedule will be taken this month. s) SECO Grant(s) The Senior Center retrofit is progressing with solicitations for the equipment and installation. We are still awaiting a contract for the second project for retrofit of all civic center lighting. f) Foster St Enhancement - Light pole installation, reuse of salvaged downtown fixtures, has progressed with building rewiring into underground services. Now awaiting completion of electrical so removal of overhead wiring can begin on this INNOVA enhancement grant project. g.) Resilient Community Grant Staff has worked with the selected administrator to submit application of this grant for drainage and comprehensive planning projects and is awaiting response from Texas General Land Office.
