Heat waves have hit the Pacific Northwest this summer and are suspected of causing at least 16 deaths in Oregon alone, the Guardian reported. The clearing of homeless camps from Portland’s streets is often and crudely described as a game of Whac-A-Mole. But another frivolous analogy comes to mind after the U.S. Supreme Court ruled cities could enforce strict camping bans: Homelessness policy on the West Coast has been written with an Etch A Sketch, which the courts shake every few years, sending cities and states back to the drawing board. Oregon, which structured its camping laws around previous court rulings, now must decide whether to draw them again (“Breaking Camp,” WW, July 10). ROSEBURG POLICE JAIL MAN FOR ALLEGED MENACING INCIDENT
Roseburg Police jailed a man for an alleged menacing incident on Sunday. ROSEBURG CITY COUNCIL TO HOLD PUBLIC HEARING ON PROPOSED LAND SWAP
Roseburg City Council will hold a public hearing on a proposed land swap at its meeting Monday night. The city has initiated an amendment to its Urban Growth Boundary. If approved, the process will include removing two large parcels of land from the UGB that have significant development constraints, while adding a section of land in the Charter Oaks area that is flatter and much easier to develop. Monday councilors will consider an ordinance amending the UGB, annexing Troost Street right-of-way to the edge of the new UGB and amending the Urban Growth Management Agreement.
