Yesterday, the city of Chico made a major announcement that it wants to change the conditions of Warren v. Chico, or else it’s going to try to get out of the settlement entirely. The settlement agreement prevents the city of Chico from enforcing anti-camping ordinances on homeless residents when there isn’t available shelter.
