Roland Vessel Killed by Houston Man Out On Bond

HOUSTON, Texas (June 14, 2024) – According to the Houston Police Department, charges have been filed against a suspect wanted in the fatal shooting of a man at 5470 Braesvalley Drive about 6 p.m. on May 28.

The suspect, Jomaal Xavierous Carroll, 19, is charged with murder in the 208th State District Court. Carroll was also out on bond since September 2023 in a case related to unlawful carrying of a handgun according to court documents at the time of the murder.

The victim is identified as Roland Dewayne Vessel, 23.

According to HPD's Homicide Division, HPD patrol officers responded to a shooting call in the parking lot of an apartment complex at the above address and found the victim, later identified as Mr. Vessel, suffering from multiple gunshot wounds. Paramedics pronounced him deceased at the scene.

Investigators learned Vessel and the suspect were involved in an argument prior to the shooting. The suspect fled the scene on foot.

On May 29, investigators released surveillance video of the unknown suspect. Further investigation identified him as Jomaal Carroll. On June 11, charges were filed against Carroll and a warrant was issued for his arrest.
