    Suspect Arrested for Third DWI Offense, Found Passed Out Behind the Wheel in Harris County

    HOUSTON - According to the Harris County Constable Precinct 4, deputies from Constable Mark Herman's Office arrested a suspect for his third Driving While Intoxicated offense and possession of a controlled substance.

    Deputies responded to the 13200 block of Grant Road regarding a male passed out behind the wheel with the ignition on and in the drive position. Upon arrival, the driver was identified as Phong Nguyen, who exhibited multiple signs of intoxication. Standardized Field Sobriety Tests confirmed his intoxication. Further investigation revealed Nguyen was out on bond for his third Driving While Intoxicated offense and was in possession of cocaine and Xanax.

    Phong Nguyen was arrested and booked into the Harris County Jail, charged with Driving While Intoxicated - 3rd Offense and Possession of Controlled Substance. His bond has not been set by the 228th District Court at this time.
