    Two Copan residents arrested after allegedly kidnapping child

    WASHINGTON COUNTY, Okla. — Two Copan residents were arrested by the Washington County Sheriff’s Office after allegedly kidnapping a child.

    Last Saturday at around 6:30 p.m., deputies received a call about a child who was taken to Kansas by his mother’s friend and boyfriend of the friend.

    According to court records, the friend, later identified as Samantha Lackey, and Lackey’s boyfriend, Kevin Hobby, would not tell the mother where her child was and stopped answering phone calls.

    Deputies met with the mother of the child who said she and her son had been living with Lackey and Hobby in Copan for two months.

    The mother said she last saw her son at home before she left work and gave permission to Lackey to watch him while she was gone.

    She told deputies that she and Lackey were not getting along and had gotten a text from her earlier that morning that said Lackey was kicking her out of the residence.

    The mother said that Lackey accused her of abandoning her son.

    She told deputies that she had intended to arrange a meeting with Lackey and Hobby with law enforcement there so she could get her stuff from the residence, but after reaching out to Lackey, she was told that they were not home and were in Kansas.

    The mother did not give Lackey or Hobby permission to take her son to Kansas and she said they wouldn’t tell her where in Kansas her son was.

    She called Lackey and Hobby four times and they stopped answering her calls.

    She said at around 6 p.m., Lackey and Hobby gave a phone to her son who said “Hi, Mom” and that they made him hang up the phone. She said the conversation lasted two minutes and she was told that they would return to the residence at some point.

    The mother tried calling them again in front of the deputy and were not able to contact them. The deputy also tried calling them and got the same result.

    The deputy requested a missing person entry and also requested an Amber Alert.

    The deputy was contacted by someone with the Oklahoma Highway Patrol who pinged their phones’ location, which was how they found them.

    After arriving at the location, Lackey and Hobby were both arrested and the child was safely returned to his mother.

    Hobby was taken to the Washington County jail while Lackey is a Native American and is being held pending federal charges.
