    TNMP files system resiliency plan with Texas regulators

    Texas-New Mexico Power Co., commonly known as TNMP, on Aug. 28 filed its first system resiliency plan, which includes $600 million of capital investments and $151 million of other related costs over three years.

    “Service to our customers is paramount and TNMP has been consistently increasing investments in system hardening and modernization to strengthen our service to customers,” said Pat Vincent-Collawn, chairman and CEO of TXNM Energy Inc., which owns TNMP. “This filing demonstrates TNMP’s continued commitment to ensuring the reliability and resiliency of our infrastructure during high-risk events across each diverse region of our service territory.”

    TNMP on Wednesday filed the system resiliency plan (SRP) for 2025-2027 with the Public Utility Commission of Texas (PUCT), which under Texas law has 180 days to approve it.

    The SRP is the company’s first under House Bill No. 2555, enacted in 2023 to permit electric utilities to seek approval of, and cost recovery for, a system resiliency plan.

    The Texas Legislature calls SRPs a “proactive approach” that allows electric utilities to “plan and procure the necessary equipment and labor to prepare for weather emergencies,” according to TNMP’s filing, which notes that the intent of HB 2555 was to encourage electric utilities to invest in the resiliency of their transmission and distribution.

    The company said its SRP was developed using a comprehensive and data-driven approach that evaluated various types of resiliency events that could pose risk to the safe and reliable operation of its distribution system.

    TNMP’s service territory includes non-contiguous areas across different regions of Texas ranging from small communities and rural areas to communities around large metropolitan areas, each with unique risks.

    Investments in the SRP are prioritized based on customer benefit, physical protection of infrastructure, foundational investments in operational and cybersecurity technologies, wildfire risk reduction and a focus on lower-performing areas, said TNMP.

    Eight different resiliency measures are outlined in the SRP to improve the system’s ability to prevent, withstand, mitigate and/or recover from resiliency events: Distribution System Resiliency, Distribution System Protection Modernization, Vegetation Management, Wildfire Mitigation, Flood Mitigation, Enhanced Operations System Technology, Cybersecurity and Physical Security Resiliency.

    “TNMP recognizes its responsibility as the fourth largest transmission and distribution service provider in Texas to provide its over 270,000 customers with dependable service,” according to the company’s SRP filing. “TNMP has demonstrated its commitment to enhancing system resiliency within its service area in recent years, particularly through its significant investments in system hardening and modernization. … TNMP is committed to increasing investment and resources directed to enhancing system resiliency.”
