    Hart Land Apartment Homes for Veterans, built in partnership between I&E Construction and Polk Community Development Corp., provides permanent affordable housing tailored specifically for the area’s veteran community.

    From the earliest planning stages, the project team had a clear vision: to create spaces that delivered a sense of community, safety, respect and dignity for the men and women who have served their country.

    Utilizing trauma-informed design principles like natural light, soft colors and natural wood elements, every detail was crafted to provide a welcoming, comfortable environment to call home.

    Bringing the vision to life didn’t come without challenges. During early stages of the project, the team discovered inconsistencies in the historical plat map. Existing power, gas and data lines were running directly beneath the planned footprint of one of the new buildings. Careful coordination with Pacific Power and Light, NW Natural and Willamette Fiber to relocate lines kept the project on track.


    The three-building complex has 10 units ranging from one to two bedrooms, including an ADA-accessible ground-floor apartment. Amenities like a community meeting room with modern touches, bike storage, outdoor spaces and sustainable landscaping with efficient drip irrigation fostered connections and environmental consciousness.

    Prioritizing long-term affordability and efficiency was crucial. The apartments are designed to meet rigorous Earth Advantage Gold certification standards with energy-efficient heating, cooling and future-ready infrastructure to support solar panels and EV charging stations.

    By partnering with organizations providing startup furnishings, household essentials and supportive services, Hart Land offers a holistic lifeline for local veterans rebuilding their civilian lives.


    “Partnering with I&E alone, we have developed 27 affordable housing units in Polk County, including Hart Land, specifically for Polk County Veterans and their families at risk of ongoing homelessness,” Rita Grady, Polk CDC, noted in the Top Projects nomination form. “With wrap-around services from collaborative partners, these veterans and their families are finding new directions and new beginnings with stable housing and a caring community. They deserve the high quality, energy-efficient and beautiful apartment homes this team delivers.”

    During the project, I&E implemented an innovative safety program built on a three-pronged approach: rigorous pre-construction planning to identify potential hazards, weekly safety meetings where subcontractors were required to present Job Hazard Analyses and unplanned in-house safety department site visits to verify compliance with established safety protocols and plans.
