Despite fears, study finds little link between Oregon's Measure 110 and decline in proactive policing

That portion of Measure 110, passed by voters in 2020, has received the lion's share of the blame for a perceived shift slide lawlessness in the state, particularly in Portland. But a new report suggests that this wasn't necessarily the case.
