    Man handcuffed, raped and beat house cleaner for ‘several hours’, Charles County Sheriff’s Office says

    CHARLES COUNTY, Md. ( DC News Now ) — A Charles County man was charged for handcuffing, raping and beating a woman for several hours last week, the sheriff’s office said Tuesday.

    The Charles County Sheriff’s Office (CCSO) responded to a home in the 7300 block of Tottenham Drive in White Plains at 7:25 p.m. on Aug. 9. A woman there reported she was sexually assaulted at gunpoint inside the home.

    The woman is a house cleaner and reported she was inside when 29-year-old Jordan Keith Proctor – a resident – approached her, pulled out a gun, threatened to shoot her and placed her in handcuffs.

    He sexually assaulted her and beat her “repeatedly over the course of several hours” before she was allowed to leave, CCSO wrote in a news release .

    The woman called 911 and, a short time later, Proctor exited the home and was taken into custody.

    The woman was taken to a hospital where she was treated for multiple injuries, including a possibly fractured jaw.

    Proctor was charged with first-degree rape, first-degree assault, sex offenses, false imprisonment, use of a firearm during the commission of a violent crime and other related offenses.

    He was released from the Charles County Detention Center on Monday after a judge ruled he could be released on electronic monitoring.

    I thought the electronic monitor is so they know your whereabouts, and unless under certain circumstances you can be out for certain periods of time. How does and electronic monitor prevent this POS SCUMBAG from repeating the same crime when he commits the crime where he lives. This is senseless. Quite sure she doesn’t feel safe at all.
