Maryland man indicted in 2023 Rockville crash that killed two 19-year-old girls

GAITHERSBURG, Md. ( DC News Now ) — The Montgomery County Police Department (MCPD) announced that a grand jury indicted an Elkridge man on several charges in connection to a deadly crash that happened in Rockville in 2023 .

Police said the wreck took place on March 4, 2023. Just after 4 a.m., police officers and medics responded to a single-vehicle crash on Montrose Road and the intersection of Hitching Post Lane.

There, investigators discovered that a black Infiniti lost control, hit the center median and swerved off the road. The car then struck a fire hydrant, electrical box, and several other objects before it slammed into a utility pole, according to police.

MCPD said four people were in the car including 20-year-old Jean Pierre Velasco. However, one of the passengers left the crash site before first responders arrived.

One of the passengers, 19-year-old Leslie Kristin Ventura of Germantown died at the scene. The second passenger, 19-year-old Kailey Briana Vigil of Rockville, was taken to the hospital where she died two days later.

As the investigation developed, it was revealed that Velasco was allegedly driving and responsible for the collision.

On July 26, he appeared in court and was indicted on two counts of negligent manslaughter by vehicle, two counts of homicide by vehicle while under the influence of alcohol and two counts of homicide by vehicle while under the influence of alcohol per se.

He was released on an unsecured bond.
