Carroll County Supervisors Approve Halbur Ridge Wildlife Area Donation To City Of Halbur
The Carroll County Board of Supervisors finalized a land donation to the City of Halbur for proposed trail development west of the community during their meeting yesterday (Monday). City officials approached the board earlier this year and requested the Halbur Ridge Wildlife Area be transferred to the city, but the supervisors held off on approving the land gift until they confirmed the county maintained first right of refusal on the approximately half-mile strip of land. The City of Halbur submitted a formal plan to the county that shows they plan to begin fundraising and pursue grants to pave the trail to be used for walking and biking. With first-right-of-refusal secured and a plan in place, the board voted unanimously to approve the land transfer.

Lake View Community Center Construction Right On Schedule, Now Taking “Reservations” For Next Year Events
Progress is being made on the Lake View Community Center building, with the hope of having the structure enclosed within the next month. The groundbreaking ceremony was held back in April after the Lake View Community Center Committee fundraised, raising over two million dollars for the project. City Administrator Theresa Pudenz says Sande Construction has been on schedule, finishing the concrete foundation and moving into the next phase.
Carroll City Council Presses Fairview Village’s New Owners On Plans To Alleviate Community’s Concerns About Its Future

The Carroll City Council pressed a representative from the new owners of the Fairview Village Apartments during their meeting last night (Monday) on the development group’s plans to return its 72 units to the community’s housing stock. MW Capital Group 2 purchased all but one of the buildings in the complex earlier this year and plans to invest nearly $800,000 into the property, interior and exterior. Dalton Hansen, MW Capital’s representative, attended Monday’s meeting to address the council’s concerns about the complex’s future. MW Capital Group applied for housing tax credits from the Iowa Economic Development Authority (IEDA) to help finance those renovations, but their application was denied due to a lack of a resolution of financial commitment to the project from the council. One of the council’s issues with the prior owners was Fairview’s enrollment in the USDA’s rural housing programs. Hansen says MW Capital plans to withdraw from that, but it takes time.
