    Downtown Partnership seeks bidders for demolition, asbestos abatement

    OVER — The Downtown Dover Partnership is looking for bidders for asbestos abatement and demolition services for 120 S. Governors Ave., the former site of an Acme store several years ago.

    Demolition of the building will make room for a “five over one” structure that plans to include a 150-unit residential building, which will consist of ground floor retail, a grocery store, coffee shop and daycare facilities.

    The Downtown Dover Partnership owns the property and is working in conjunction with its principal developer Mosaic Development of Philadelphia, and Colonial Parking and EDIS of Wilmington, to revitalize the downtown area.

    “This is the beginning of the next phase of the Downtown Dover 2030 master plan, as we now are positioned to focus on our next two priority locations — specifically, 120 South Governors Avenue, and infrastructures associated with the proposed mobility center,” said Ken Anderson, the property development director for the Downtown Dover Partnership.

    “Of course, we now have approval to address the structures at 148 and 150 South Bradford Streets, one of which will complete a Phase II environmental assessment this week, and the other over the next several weeks.”

    The demolition of the South Bradford Street properties has sparked controversy as the historic buildings will be razed to make room for a parking garage.

    So far, in support of the master plan, the Downtown Dover Partnership has completed the demolition of two structures at 680-684 Forest Street that was the former location of Dover Interfaith complex.

    The Downtown Dover 2030 plan envisions the Forest Street site to be part of the new “Western Gateway” at the west entrance into downtown where the plan conceptualizes two mixed use residential/business structures.

    Prior to demolition of 120 South Governors, asbestos abatement services will take place due to the discovery of limited asbestos containing materials, identified by a Phase I assessment by Environmental Alliance.

    The recently issued solicitation provides for certified abatement contractors to bid on the asbestos abatement services, and/or other qualified contractors to respond to the solicited demolition services.

    All bids for the 120 South Governors Avenue asbestos abatement and demolition services are due on Aug. 2. Bidders may bid on all, or a portion of the solicited services.

    Bids for the 120 South Governors Avenue asbestos abatement and demolition services are due on August 2, 2024.

    Mr. Anderson, who was hired as the Downtown Dover Partnership’s property development director near the end of last summer, remains excited about the transformation of the downtown area.

    He said it was what led him to apply for the job.

    “I am excited about assisting in the execution of the Capital City 2030 master plan and collaborating again with familiar faces at the DDP and the city of Dover and their state, county and community stakeholders,” said Mr. Anderson, who graduated from the U.S. Naval Academy in Annapolis, Maryland. “They are professionals and experts in their fields, who have developed a mesmerizing master plan for downtown Dover.

    “It was impossible not to become involved. The plan will transform downtown Dover and will be a model for the state and surrounding communities throughout Delmarva.”
