    NATO chief reacts cautiously to Ukraine's 'victory plan'

    NATO Secretary General Mark Rutte reacted cautiously to Ukraine's desire for a quick invitation to join the military alliance as part of a much-touted "victory plan."

    Rutte only referred to a NATO declaration from a summit in Washington that only said Ukraine's path towards joining the alliance was "irreversible."

    At this summit, supporters of a quick invitation for Ukraine were unable to prevail against opponents such as the United States and Germany, fearing an escalation that would drag NATO into the war.

    The secretary general stressed instead that NATO had to concentrate on making sure Ukraine was in "the best possible position" should Kiev decide to enter into talks to end the war.
